I am directed by Secretary Sir E. Grey to trans-
mit to you herewith to be laid before the Secretary
of State for the Colonies a copy of a despatch which
has been received from His Majesty's Minister at
Peking together with extracts from the Hankow Intel-
ligence Reports for the June and September Quarters
of this year, relating to the conduct of certain
persons not British subjects who, under the Hongkong
Ordinances, form themselves into a company for the
purpose of publishing newspapers in China in the
Chinese language, in order to avail themselves of
British protection.
I am to request that Sir Edward Grey may be
favoured with the Earl of Elgin's observations on
this matter.
