I am directed by Secretary Sir E. Grey to transmit to you herewith to be laid before the Secretary of State for the Colonies a copy of a despatch which has been received from His Majesty's Minister at Peking together with extracts from the Hankow Intelligence Reports for the June and September Quarters of this year, relating to the conduct of certain persons not British subjects who, under the Hongkong Ordinances, form themselves into a company for the purpose of publishing newspapers in China in the Chinese language, in order to avail themselves of British protection.
I am to request that Sir Edward Grey may be favoured with the Earl of Elgin's observations on this matter.
